Ministerial Meeting Joint Communique
On May 16, 2016, the foreign ministers of more than 20 countries, including the five permanent members of the Security Council, and international and regional organizations including the United Nations, the European Union, the Arab League and the African Union issued today a joint communiqu¨¦ on the security situation in Libya. The Libyan National Unity Government applied for permission to purchase weapons and related equipment in order to respond to the United Nations-designated terrorist organization and the Islamic State of Yili to support the country¡¯s efforts to threaten the country.
The foreign ministers of more than 20 countries in the international community and the UN, the European Union, the Arab League and the AU issued a joint communique on the security situation in Libya on the 16th. The communique pointed out that national security is crucial for Libya¡¯s future. The international community welcomed the Libya Presidential Commission¡¯s establishment of the Presidential Guard in accordance with the agency¡¯s decree and measures to protect the members of the Committee and the National Unity Government, and stated that it is ready to assist the Libyan government in providing relevant training and equipment for the Presidential Guard and legal forces.The communique stated that the Libyan National Unity Government has tried to submit an application to the UN Libya Sanctions Committee to be allowed to purchase weapons and equipment necessary to fight the ¡°Iran Islamic State¡± in the country and other terrorist organizations designated by the United Nations. The international community will fully support this effort while continuing to maintain the UN sanctions on Libya¡¯s arms embargo.
The communique stated that the international community recognizes the need for Libya¡¯s legitimate military and security forces to strengthen coordination efforts, and urges the country to rapidly carry out work and implement unified command of the country¡¯s military power in accordance with the Libya Political Agreement to coordinate the crackdown on the country¡¯s territory. The communiqu¨¦ stated that ensuring Libya¡¯s security and protecting the country from the threat of terrorism must be the task of the country¡¯s unified and strengthened national security forces. Libyans must unite in their fight against the threat of terrorism.
The communique also stated that the Libyan National Unity Government is the only legal recipient of international security assistance and has the responsibility to retain and protect the country¡¯s resources in order to benefit the people of that country. The international community will maintain sanctions on Libya¡¯s arms embargo and measures to ban illegal oil exports in accordance with relevant Security Council resolutions. The communique stated that the international community hopes to resume diplomatic relations with Libya as soon as possible. The Libyan National Unity Government should take all necessary measures to provide relevant security guarantees for this purpose
